Capt E. T. D. Myers
Chief Engineer P RRd

Dear Sir,
   I send you a number of extra bills two of which I have approved, one for paving ditch labor ca??t & one for moving Scotts Barn.
   The one for the Patin House in Rock, I take to be his estimate of the cost of hands for cub yard pr mile.
   I told Mr Wilkes that the work for the wooden conduit was in the estimate, but he requested me to send it to you & said that he does not have any price for wooden culverts. Where I was on the line with you he sent in two extra bills for the work done in the Rock Cut on Futins ??? but sent for trans. to Mr Bolton let him have these sustrers(?) retaining a copy. He then brought two others one for the Month of June & the other for the Month of July. The one for the Month of June amounting to $2,335.30 the one for July amounting to $2,461.25. I was compelled to tell him that I do not have any confidence in the accuracy of them. He left the Bills but sent another for the Month of July by the Superintendent of the Section amounting to $1,902.45. I repeated to the Superintendent that I did not have any confidence in it. This morning he sent another for the Month of July amounting to $1,735.25 and as that may be the last I send it to you with the one for the Month of June. The number of days work in the last bill sent for July maybe about right, but I can tell from the Book of the Superintendent that he cannot tell anything about it. Nor do I see the advantage of having a Foreman at $3.50 or a Mason at $5.00 per day in one Rock Cut. I have no confidence in the one for June.
   I send you a report of the amount of work done in each Section the amount time per day per ??? in the 1st to 2d Results in amount at in the same way as it was in the Report for June. the 3d Result is the amount of work done divided by the number of day ????? ??? + Boom + Boyse as returned to me by the ??? being to the best ??? to the May charges made by the Contractor in the ??tion of the book, it is impossible for me to report the efficiency of each overseer, but how to report them by the work done as the sections do not by the amount done by each overseer that I was not able to get from the fact that May of transpose works in the same cut with others & in the next section often times of these ??? join the force to work in the same Borman Pits. I think ????? to do will be to discharge things there four the Sections & let the Contractors discharge the one he wishes.
   I saw Mr Richardson in Greensboro. He thought it best for him not to give me your draft for the money to pay Scott, the amount pay sent
Truly Yours

{While the above is barely understandable, it is clear that there was great difficulty deciding which bills were correct and who should be paid how much}
