Mr. S. B. Lowe, a contractor with the Government is even
is authorized to introduce from abroad mechanics and workmen in Iron
Works and be guaranteed to such mechanics and workmen exemption from
Military Service while so engaged. |

Military officers in the service of the Confederate
States especially on the frontier will render all reasonable aid and
protection for the introduction of such labor. |
