Sir, 
   In view of the special circumstances set forth in behalf of the Atlantic & North Carolina Rail Road Company, by your letter of the 24th instant, I shall authorize the payment of that Road as a side line, up to the 1st of December 1862, at which time my authority to regulate the rates of Rail Road Transportation ceased, and as a consequence my right to make exceptional allowances ceased also. Colonel Wadley, at Augusta, to whom the control in this matter was transferred by General Order No 98 had better be addressed in regard to that portion of the claim that has accrued since December 1st 1862.
