Sir, 
   In reply to your communication of the 16th, relative to auditing Rail Road accounts, I have to inform you
   1st: That the Columbia rates must be adhered to in settling such accounts, those adopted at Augusta have never been accepted by Colonel Wadley on behalf of the Government.
   2d: The value of lost freight should be deducted on settlement.
   3d: The test of value is the cost the Government would have incurred to replace lost freight at the date of its loss.
   A R. R. Convention is now in session in this city & the whole subject of rates will be reviewed by that body.
