Sir,
   In your letter of recent date you inform me that after the 16th instant, the rates of Government transportation will be charged by the Central Rail Road and its Branches, and the South Western Rail Road and its Branches, as prescribed by the Augusta Convention.
   I would state in reply that this matter is now in the hands of Colonel Wadley who may be addressed at Raleigh. He has authority to make new contracts for the transportation of Government freight etc, and as far as I am informed he has never accepted the rates established by the Convention held at Augusta.
