| The order to seize all trains arriving at
Wilmington with less than half their capacity devoted to Government
freight has been modified as far as relates to the Charleston &
Savannah and the North Eastern Rail Roads, and Major F. W. Sims authorized
to issue the necessary instructions. You will therefore be governed by
any instructions received from him. |
