| I would respectfully ask your approval of
a contract made with the Norfolk & Petersburg RRd Co at the rate
of Fifteen Thousand ($15,000) Dollars per month commencing from Octo
1st 1863 and ending March 31st 1864. |
| An examination into the affairs of the
company satisfy me that the rate is a fair one for both parties. The
Road is operated under peculiar circumstances and more for the benefit
of Govt than any gain to the Corporation. |
