dated Raleigh N. C. February 11th, 1863 suggesting to the Government the
propriety of making an exchange with R. Rd. specified of new for old
iron. |
| "Respectfully returned to the Hon. Sec. of
War with the recommendation that the exchange of iron be made with the
two roads named by Colonel Wadley, but not on the basis of "ton for
ton." The exchange should be, I respectfully suggest, on the basis of
equal value to be fixed by Major St. John, Chief Nitre & Mining Bureau." |
