| Having been authorized to build freight
cars at these Works for the purpose of facilitating Naval
transportation, and understanding that there are a number of wrecks of
Government cars thrown off on all the different Rail Roads from
Charlotte & Wilmington to Staunton and Lynchburg, it has occurred
to me that with your permission I could render these cars, which are
now useless, of service to the Government by recovering their iron
work. |

will give me authority to collect and use the iron work on these
broken down cars. |
