| The circumstances attending the
transportation of Government freight and troops on the Alabama &
Tennessee Rivers Rail Road justify an increased compensation. I would
therefore recommend that it be classed as a side line and receive pay
accordingly from date of last settlement. |

LeBaron at Mobile, Ala. |
