| This is to certify that Mr
Alfred C. Weeks is now engaged at constructor and agent to supply labor
and material on the "Texas & N. O. R. R." and as such is entitled to
transportation for himself and Servants at all times over the Road & by
the ????? "to & from Niblett's Bluff & Houston as he may require. Also
for his overseers and Agents if engaged on the is ?????. While so
engaged ????? he will not be interfered with by the Military
Authorities, as this is Military work. |

| Mr A. C. Weeks is also fully authorized and
empowered to hire from one to two Hundred and fifty negroes to work by
the month for this Company -- all contracts made by him will be fully
ratified and affirmed by this Company. |
