   notice.--In accordance with orders received from the Executive Department of the State, no person unknown to the Ticket Agent or Conductors will, after this date, be permitted to leave Richmond on the trains of this Company unless they deposit at the Ticket Office a passport signed by the Governor of Virginia or one of his Aids.
   Persons traveling on Government business, and having an order for transportation, will not be required to furnished a passport
   Officers of the Company are requested to see this order strictly carried out.
