From the Richmond Dispatch

April 3, 1863

Timely notice
Col. Edmond Fontaine, President of the Virginia Central R R, has given notice that the company over which he presides will do everything in its power to transfer to this city all freight sent to the railroad when the cars are not pre-occupied with Government freight. The passage of the impressment bill must by this time have convinced the farmers that should the Government take their property for army use, just compensation will be rendered. Many no doubt have hesitated to send produce to market for fear this would not be the case.
