Capt T Heermann

Captain,
A lot of tools, (spec?? boards) that had been borrowed of the Engineer department by the Texas & New Orleans RR Co. & returned, were, by an order from Maj Genl Magruder, again loaned to the Co a short time ago. On Monday last, Maj Kellersburg, while en route for Liberty, took from the Cos station agent at this place, 60 of these spades & shovels, and at the Trinity river, took from the foreman at work there all the tools that he had, they being also covered by the Maj Genls order. These tools are all absolutely necessary at present, to keep the RR in condition to be run. ??? the foreman at Trinity river has been deprived of these tools, every train that has attempted to cross the swamp west of the river, has run off the track, causing serious delay in the transportation of troops. Two car loads of horses belonging to Capt Moseley's battery are yet detained at Liberty in consequence of such run off. Two days rain without work on this swamp, will render it impassable for trains.
I respectfully ask for an order on Maj Kellersburg for the tools above spoken of.
Respectfully
W W Morris
Genl Supt T&NORR
