Mr F. S. Williams of this State is an applicant for the
position of 1st Lieutenant of Engineers. I cheerfully mention him as a
young man ??ly suited for the position. He was for a long time
one of my assistants on several works of internal improvements in the
States of Virginia and North Carolina. He was subsequently the
assistant of his Brother on the Texas Central R Road. I willingly
testify to his experience and capacity as a civil engineer. I feel
confident he will prove a valuable and meritorious young officer.
