   I respectfully return the enclosed transportation orders for wheat carried by the R{ichmond}. & Danville R. R. Co. Where the loss does not exceed 2 or 3 % I do not think the R. R. should be held responsible. In the transportation of wheat there is always an inevitable loss owing to the drying of the grain & the wastage in handling, which is almost unavoidable. This pact has always been recognized by dealers in grain before the war. In addition to this the quality of the material of which the bags are made is very inferior, & frequently a considerable loss is made, which was not be ascribed to any neglect or want of care, or mismanagement on the part of the Rail Road. Whether this R. R. should be held responsible regardless of these circumstances is a question to be settled itself by the R. R. bureau.
