Sir,
   To enable you to carry out the wishes of the Major Genl commanding, of pushing forward with vigor, the repairs of the Washington Co. Rail Road Bridge across the Brazos river, and of rendering it available for military purposes, you are hereby authorized,
1st To him, in the name of the Confederate States Govt., mechanics and laborers to prosecute the work
2d To purchase in the name of said Government any material you may require for said work.
3d To certify to any and all Bills incurred for said work, which bills will be paid on presentation by the Quarter Master's Department (when so certified by you)
4th To demand of Qr Masters transportation by waggon or Railroad, for men and materials for said work
5th To demand of the Inspecting Engr of Rail Roads details for such men as you may require, to push said work to a speedy completion, and said Inspecting Engr is hereby requested to furnish you such details whenever asked for by you.
