Hon George W. Randolph
Sec'y War &c.

Sir,
If it is intended to continue the office of Quarter Master in charge of R. R. Transportation, I know of no more suitable person than Capt Mason Morffit now Acting Q. M.
Capt Morfit looks carefully to the interests of the Government as he should do, but has shown such intelligence and industry in the discharge of his duties as to render valuable service to this Road.
In doing this he really promotes to some degree the efficiency of this branch of the Service, & it would give me pleasure to see him advanced to the position of Quarter Master, with the Authority incident to that office.
Very Respectfully
Your Obdt Sevt
H. D. Whitcomb
