Colonel,
   During the months of November, December and January just past a lot of flour, 444 bbls, marked D R D and consigned to David R Dillon Savannah Ga. {line lost in fold of letter} shipped as ??? freight and Mr Dillon paid all expenses, but 444 bbls arrived at Augusta on a "Through Transportation Bill for the Confederate States" such as I marked, and I presumed, from the fact that Government paid the freight on them. From Augusta to Savannah the 444 bbls went to Mr Dillon he paying the expense of transportation between those two points only. The ??? attending this shipment ??? and to believe that it requires examination. I know Mr Dillon, and now ??? of his speculative disposition, and ??? ??? that he holds no position under the Government.
   If you think the matter worthy of an investigation and can find no one to whom you can ???, I will conduct it. {last line lost in fold of the letter}
