General,
I would respectfully ask that the Richmond, Fredericksburg & Potomac Rail Road be allowed the tariff for freight established at Macon on the 25th of November last; and for troops it be allowed five cents per man per mile.
The advance asked for is quite moderate compared with the Southern roads and I trust will meet your approval.
I remain, General,
Very Respectfully
Your Obdt Svt

Respectfully returned to Maj. Sims.
