   I referred to your office yesterday a proposition from the {Richmond &} York River Rail Road to build the bridge over the Chickahominy under certain conditions.
   I have since learned that several locomotive engines are on the track between the Chickahominy and Pamunkey in a damaged condition. They can be secured only by so constructing the bridge, the cost of which will be light fo? repairs in the possession of the engines. Had I known this it would have been unnecessary to refer the subject to the General.
