Dear Sir,
   I am instructed by the rail Road Bureau to say to you that whenever your own trains cannot be promptly discharged at Charlotte Junction that you will permit them, with your engine, to run through to Charlotte and discharge there, thus saving time and more promptly pressing forward this much needed article; whenever your trains go through to Charlotte your Co. will be paid full rates of freight over the C. & S. C. Road {Charlotte & South Carolina RR}.
   Please report promptly to Capt T. R. Sharp AQM the arrival of each loaded train that he may arrange to give it prompt dispatch either by discharging it at Junction or sending it through to Charlotte, as the public interests may demand.
