Sir,
   The military importance of the completion of the Mississippi and Alabama Rail road {Alabama & Mississippi Rivers RR} was presented to Congress in the Message of the President, and transmitted in the 17th of December, and has been fully recognized in that body, by the passage of an act approved February 15th 1862 which appropriated one hundred and fifty thousand dollars to secure the construction between Selma in Alabama and Meridian, in Mississippi.
   Before, however, I was made aware of the action of Congress, upon this subject, I had requested Col. C. T. Pollard, President of the Alabama & Florida {of Alabama} Railroad Company, to transmit a report showing what additional work and expenditures would be necessary to complete this connection. This report has been received, and I respectfully submit it, with an accompanying sketch of the route, for your consideration. In the meantime, Dr. G. G. Griffin, President of the Alabama and Mississippi Rail road Company {Alabama & Mississippi Rivers RR} has been telegraphed to repair to Richmond with regard to immediate action upon the subject, and is understood to be already upon his way.
