Lt. Col. J. S. Corley
Ch. QM ANVa

Sir,
The trains of the Norfolk & Petersburg R. Road Co. are authorized to haul forage for the Army at Petersburg from any station on the Danville Road above the Junction, & they shall be paid therefor at full rates & for all distances over 50 miles. This arrangement is assented to because the army must be fed & foraged, & it is understood that this company refused to work for the Govt. on any other terms. This is not to be considered a precedent as to price. Col. Corley, Ch QM, is authorized to make this arrangement with the R. Road companies to continue for one month; & will report the results to this Bureau.
This arrangement will not preclude the Govt. from using these trains for any other purpose if the emergency should require it, in the same way as if the arrangement had not been made.
A. R. Lawton Q. M. Genl.
