Quartermaster General's Department
Richmond, Oct. 13, 1863

Major M. Morfit
QM
Petersburg, Va.

Sir,
It appears from a report made to this bureau that salt sent from Lynchburg via Canal, and River, costs but sixty seven cents per sack for transportation, and that the only drayage is from the wharf, at Petersburg, to the depot.
The cost of transportation by rail-road is estimated at about one dollar per sack.
It is therefore not deemed expedient to adopt your suggestion, that, hereafter, all salt designated for southern points, should be shipped from Lynchburg to Petersburg by the South Side Rail Road.
A. R. Lawton, Q. M. Genl.
