information. There seemed to be an impression that there was unusual
delay in fording these troops. I call attention to fact that dept can
only furnish transportation for the number of men & at time requested.
It has no power to control the action of officers comd'g detachments of
troops en route. A sufficient no. of cars were at Waynesboro
{Virginia Central RR} before troops arrived
there & the few that were left behind could easily have come forward if
cars had been properly loaded. There were also cars at Petersburg depot
