Dear Sir,
   Yours of 17th Inst at hand and contents noted. I am obliged by your application for detail of private Haselton, and hope it may be successful.
   Mr. Seixas is giving us some trouble in the fulfillment of our contract with you for the transportation of Cotton hence to Wilmington on Government Account, resting his obstruction on the fact, that he can not of his own personal knowledge, vouch for the correctness of the quantity so delivered. I now propose sending him the Certificate of our Agent, and the Agent of the Wil. & Man. {Wilmington & Manchester} Road of the Cotton accounted by us from Housics Seixas 22d Decb last -- and I beg you will instruct him to be governed by it -- and forthwith to furnish our Agent with the privilege of shipping to Nassau the quantity of Cotton to which we are contracted under our arrangements.
   Capt Cuyler was here yesterday, with the purpose, I apprehend of urging forward the completion of the Track between the Char & Sav {Charleston & Savannah RR} and the So. Ca. {South Carolina RR} Roads. Such are the demands of the Quarter Masters here for the use of his Teams &c &c that he cannot haul over the Cotton, especially as we requested it, and when we are working up a Train for Wilmington.
