Dear Sir,
   I am compelled to ask from you an increase upon the Rates, at present, allowed us by the Government for the transportation of its Troops, and Freights, to take effect from the 1st December 1864. I presume you will not object to placing us upon the same footing with the Virginia Roads, as agreed upon at your Conference with them, on 29th Septbr last.
   It would be useless to enter into the circumstances which render this request as you are quite familiar with them, generally, but Janay add, that I have before me, a Statement from our Treasurer, showing our Receipts for the ???, for the legitimate operations of the Road, to have been $960,439, with Expenses of $829,513, leaving a balance of $130,926, which is at an average rate pr annum of about 9 pr ct on the cost of the Road ($2,040,0000), a very discouraging result, as well of the depreciation of the currency, and the exhausted condition of the Road.
