Sir,
   This Road is becoming destitute of some necessary supplies which can only be obtained in Europe, and I beg leave to request you to make an application to the Government for transportation of fifty bales cotton by its vessels running the blockade, to enable us to place funds in Europe to make the necessary purchases. Also if can be allowed to place an order for transportation of Five Tons of return Freight in same vessels.
   I would respectfully state that our machine shops are now and have been constantly engaged in repairs of engines and other work for connecting road on which the Govt. depends for transportation. The Engines of East Ten & Georgia Rail Road are now in our shops undergoing repairs, and we have offered to received some Engines from the SW. Ga. Road {the South Western RR}. You are also aware that our ??? and cars have been used in assisting other Roads.
   The assistance asked from the Government is desired to replace material used as stated for the benefit of the Gov. and to enable us to sustain our Rd and to assist other Roads as long as our facilities allow.

   An offer was made to us by a Mercantile House to allow transportation by their ships, a portion of cargo, provided we would furnish a train to transport bales to Wilmington. This we declined on grounds that if we could move any cotton to Wilmington the Government should have preference and that we believe the facilities we desire would be offered us.

Respectfully referred to the Q. M. G. The necessities of this road are extreme and it has no means of recuperation in the Confederacy, it has been quick to do its own transportation and aided immensely other roads. It is therefore earnestly recommended that relief to this extent asked be granted.
