Sir,
   I have the honor to inform you, according to orders, I have had the Rail Road bridge across Galveston Bay {Galveston, Houston & Henderson RR} planked with the view of transporting mounted troops. Enclosed is a reply from Col. Nelson which will further inform you upon the subject, suggesting additional improvements which have since been completed.
   I would suggest the further priority of planking between the stringers of the Rail Road in order to insure additional safety, facility and rapidity of passage, before, however this addition is made, it may be well for Genl. Hebert to order a company of mounted troops to pass and re-pass and report as to whether the addition is necessary or can be dispensed with.
