| Your letter of the 7th ult. relative to
the negotiations pending between Capt. J. A. Hayden & the Rogersville &
Jefferson R. R. Co. has been received. The questions raised in that
negotiation have been submitted by the Bureau to Judge Campbell,
Assistant Secretary of War & yesterday enclosed to Capt. Haydon, at
Mossy Creek, a copy of the opinion of Judge Campbell in regard to so
executing the law regulating Impressments as to secure prompt results.
