General,
   The Bureau is informed by Col. W. H. Stevens, Chf of Construction DNV, that lumber can be obtained in eastern NCarolina at very moderate rates, but that, as Col Fremont, Supt of W&W RR {Wilmington & Weldon RR} will not allow his cars to go on the other roads, the Engineer Service is prevented, by the increased difficulties and expense of transportation from profiting by this state of things. Cannot some arrangement be made by which the Bureau could secure the necessary transportation through to Petersburg? {This would require adding only the Petersburg RR to the Wilmington & Weldon RR to make the trip.} Once arrived there, the lumber could be brought by water to this city, and its entire cost would be reduced greatly below the present rates.
