Sir,
   The bearer of this Mr. J. M. Jackson, an employee of this Bureau, & an experienced bridge builder & rail road man, will hand you this letter. I send him to you to consult on the repairs of the South Anna Bridge which the Secretary of War thinks should be reconstructed at once. I would be glad if you would inform me through Mr. Jackson of the number of negro laborers you want, of the supply of timber on hand, of your means of procuring more & of the time you deem necessary for the reconstruction, if liberally assisted. From our short conversation the other day I am sure we shall work together harmoniously.
