Engineer Bureau
Richmond, February 19th, 1863

Endorsement on letter of Larkin Hundly & others justices of Essex Co. to the Hon. Sec. of War, requesting that the call on that county for slaves be suspended or rescinded entirely on the ground that that county has furnished more than its quota for slave labor already.
"Respectfully returned to the Hon. Sec. of War. A statement has been communicated to the authorities of Essex Co. to the effect that if they would furnish labor to Mr. Dudley Prest. of the {Richmond &} York River R. Rd. Co. to assist him in securing the iron on his road between West Point and the Paumnkey, it would be considered as satisfying the call."
