Colonel,
   To rebuild the bridge across the South Anna River, some heavy rope is required and the agents of the Richmond Fredericksburg & Potomac R. R. Co. have not been able to procure it. I have just learned from the bearer, Captain Hugh G. Douglass, that there is a coil of 2" rope, taken from the enemy and now in the store house of Capt. W. B. Richards at Gordonsville. Will you authorize the transfer of this coil of rope to the Engineer Department to be delivered to Capt. Douglass who goes to assist in rebuilding the South Anna bridge.
   If so, please do give Capt. Douglass the authority or order.
