| Enclosed is 100 transportation tickets, to
be used for transportation of negroes. No persons are entitled to
transportation from your office purporting to be in the Engineer
Department, unless actually in charge of gangs, or overseers, legally
discharged, who are employed by the Government, and not by owners. Nor
any on leave of absence or going home at their discretion.
Transportation when doubtful will be referred to this office. |
