Sir,
   The Secretary of War having clothed the Lieut Genl Commanding this Department with authority to permit the exportation of cotton from the States of Mississippi or Louisiana, when in his judgment the public interest may demand it, I therefore by virtue of the authority vested in me, do require the New Orleans, Jackson & Great Northern Rail Road Company t transport over their road, from this point to Ponchatoula La, when called by Major Mims Chief Quarter Master of this Department two thousand bales of cotton owned by Miss Clark, Ford and Hurt and one hundred bale owned by Julius Tardos whenever such transportation can be effected without detriment to the public service, upon condition that the parties owning shall pay all charges.
