   I am directed by Brig. Genl. Jackson to call your attention to the enclosed copy of a letter from Capt. T. B. Lee, Engr Officer, in reference to the impressment of negroes for work on the Rail Road, between the St. Mary's {River} Trestle {about 5 miles west of Baldwin} and Baldwin {Florida, Atlantic & Gulf Central RR}.
   Genl. Jackson hopes the Governor will issue instructions to the Sheriff of this County, and that of Hamilton, to assist the Military authorities in securing the negroes. It is reported by the officer sent in charge of the cavalry detachment to obtain negroes, that their owners connive at their evading the cavalry.
