Your communication of the 6th inst reached me this morning. |

In reply, I have to state I have no power to grant the
authority you desire. An application on the same subject from the M&O RR
Co {Mobile & Ohio RR} was forwarded some
time since by me to the War Department. As yet no answer thereto has
been received. |

The Dept at Richmond alone has the power to grant the
authority referred to. Should it give a favorable decision in the case
of the M. & O. RR, a similar decision would doubtless be given in the
case of your Company, and I will take pleasure in forwarding your
application to the Hon Sec of War if you will send it to me. |

Mr John ? Wallis at Enterprise Miss has been appointed the
agent of the War Dept in this Military Dept to contract and supervise
the details of system of exchange of cotton for supplies and will be
able to give you any information you may wish on the subject. |
