Sir,
   I have the honor most respectfully to inform you that I have purchased 200 cords of wood {about 33 car loads} for the C. S. Government, on the Geo. R. Road, at Conyers station, which Mr. Porter the Agent here, positively refuses to bring here for the Government.
   I contracted for it last Summer the party proposing to furnish it having gone to Mr P made his bid. As a Government Agent I have to do the best I can for the Government & took the ??? made arrangements during the summer when wood was cheap. If the wood was for me individually I would say nothing, but when it is for Government use, absolutely essential to carry on my machine shop & Laboratory, I cannot let it go by without trying to do all I can to carry on the business of the Arsenal.
   Mr Porter having positively refused to bring the wood (only about 25 miles) to the Quartermaster, a Copy of his letter, I have laid the mater before the War Department at Richmond the only recourse I have. If nothing can there be done, it relieves me as a Government Agent from any further responsibility.
   I did not take the step until I had communicated with Mr. Go. Yonge, Supt of the Road & could not thenly get the wood hauled.
