| I have the honor to represent to you that
power to impress negro labor, teams, forage & timber for the
reconstruction of the Geo R Road, should be conferred upon some prudent
officer in each county through which the road passes, to be exercised
only when contracts cannot be made. Without this power the work cannot
be pushed with vigor. |
